Can a Pre-School/Nursery put an IEP/IBP in place independently or do they have to wait for the EY SENCO to?

Every nursery/pre school should have a senco on the premises although I believe they are now called inco. The member of staff should go to this person who will then put the IEP/IBP in place with the permission of the child's parents and all necessary staff will be informed.
